Yes. Those bases - along with many others in NATO countries along Russia’s borders - do not pose offensive threats. They are specifically designed to counter Russian aggression.
Also ask yourself why countries in Russia’s sphere of influence begged to join NATO in the early 2000s. Why Sweden and Finland recently joined. Why Ukraine was so desperate for CIA and other external aid.
They all needed protection from Russian incursions, both in terms of influence and physical force.
NATO has never attacked anyone preemptively so this boogeyman argument you and others make is baseless. Putin barely even mentioned NATO in his recent interview with Tucker Carlson - but he had A LOT to say about Russian-Ukrainian history and how they’re one people and therefore his invasion is justified.
